Central Power Purchasing Agency, Guarantee Ltd. (CPPA) is non-profit independent company established under the Companies Ordinance, 1984 and solely responsible for implementing and administering the “Single Buyer Plus” market mechanism (ultimately leading to competitive market operations). The Company deals in Electric Power procurement and sales to DISCOS & bulk consumers in accordance with the existing / amended regulatory framework by performing and undertaking functions and discharging the responsibilities in accordance with the relevant market rules / guidelines. CPPA is looking for pro-active, result-oriented professionals with established credibility and performance record, who can take up the challenging assignments for operationalizing the CPPA. The candidates are required to possess strong leadership qualities, exceptional inter-personal and communication skills and have a high drive for achieving management objectives. All the positions will be reporting to the Executive Officer.


  • Job Profile

The candidate will be responsible for managing the overall corporate and legal affairs of the company, settlement process in accordance with the Power Purchase Agreements with generators and Electricity Supply Agreements with the Distribution Companies and provide legal support to the Top Management, Board of Directors and Government of Pakistan for the electricity sector. He has also to oversee the process of transformation of CPPA functions presently being performed by NTDC to the CPPA Guarantee Ltd and matter relating to NEPRA and other regulators. He will be further responsible for laying down the legal systems to discharge the liabilities of Power Purchase Agreements executed between WAPDA, NTDC including CPPA under NTDC. He shall also be responsible for litigation involving the company.

  • Qualification / Experience & Age

The candidate should be law graduate with ten years of relevant professional experience in corporate, regulatory & commercial matters and ancillary litigation along with excellent communication and inter-personal skills. Master’s degree in Law and 10 years’ experience in senior position of large commercial and / or Public Sector organization of repute and understanding of modern electricity utilities and their market operation will be an added benefit Ideally the candidate should be in the age bracket of 40 to 55 years. The candidate should have clear understanding of market operation issues including power sector. The candidate should have exposure to international donors, financial institutions, privatization and restructuring.

The position will have a market based remuneration package commensurate with experience and qualification of the candidate. The initial contract shall be for period of three years extendable on satisfactory performance.

CPPA will not bear any travel expenses for testing, interviews, pre-employment clearance (If selected) or relocation allowance for joining.
